Mansour delegates Emergency Law powers to Beblawi

Interim President Adly Mansour authorized Prime Minister Hazem al-Beblawi to grant arrest powers to security and armed forces in a decree Sunday, Al-Ahram reported.

Mansour mandated certain presidential powers pertaining to the Emergency Law to Beblawi, including three of the law's articles.

The most prominent of these is Article 4, which grants arrest powers to security and armed forces “in cases of emergency.”

Article 15 grants the authority to cancel, lessen, or annul any guilty verdict issued by the Emergency State Security Court if the crime is not murder or involvement in murder.

Article 16 allows the president or whomever he mandates—in this case Beblawi—to commission an Appeals Court judge or a general attorney to weigh in on state security cases and present a report to the president before a verdict is issued.
